Spring 2005 Parking Update


The Spring 2005 semester is about to begin and as in past semesters, I would like to inform the campus community about planned projects and parking changes occurring in the spring semester.

State College Parking Structure - construction begins March 28, 2005

In order to open the second parking structure before fall 2006, in accordance with the University’s Campus Master Plan, the State College Parking Structure and the Student Recreation Center (SRC) must begin construction soon. However, these two important projects will impact how we currently park our vehicles. Because of this construction, student parking lot B and faculty/staff parking lot K will be permanently closed on March 28, 2005. Lot B and lot K are located just north of the TSU and west of Kinesiology Health Sciences (KHS). The SRC will begin construction immediately following the completion of the State College Parking Structure (summer-fall 2006).

The State College Structure will contain about 1400 parking spaces and a visitor parking lot for short-term parking. The structure will be under construction for approximately 14 months and we expect it to open before the start of the 2006 fall semester. In order to facilitate traffic flow to and from the structure, roadway improvements to Gym Drive and the Dorothy Lane entrance to the campus will also be completed during this timeframe. We will share timely information about construction updates and roadway closures with the campus community as it becomes available. Parking During Construction

Although 755 spaces will no longer be available in lot B, the Nutwood Parking Structure provides a significant increase in the number of student parking spaces and in combination with other available lots eliminates the need for extraordinary parking options such as stack-parking and off-campus leased lots to accommodate overall campus parking demand. According to parking lot space counts conducted last fall semester during class hours, several hundred parking spaces were available in lots A and G, located south of Yorba Linda Boulevard. We expect these spaces will be fully utilized to meet parking demand after lot B and K are closed.

Parking space counts also indicate there is sufficient faculty and staff parking spaces in lot C, located at the corner of Nutwood Avenue and State College Boulevard, in faculty/staff lot A-South, located at State College and Corporation Drive and in the College Park faculty/staff parking area to accommodate the 70 spaces displaced in lot K. Disabled and Faculty/Staff Carpool Spaces Relocated When Lot K is Closed

Faculty/staff carpool spaces will be relocated to Lot C; disabled parking spaces will be relocated to West Campus Drive and motorcycle parking spaces will be designated on the ground level of the Nutwood Avenue Structure and lot A-South.

Nutwood Avenue Structure Improvements

The following improvements will be made in the structure to help individuals locate their parked car and facilitate traffic circulation:

  1. The floor level and row number will be painted on additional columns on each level to help individuals locate where they parked their vehicle.
  2. A speed limit of 8 MPH will be posted and strictly enforced throughout the structure.
  3. Where necessary, traffic control devices to delineate drive lanes will be installed and “YIELD” signs stenciled on drive aisle surfaces.
  4. Crosswalks, sidewalks and barriers to separate vehicle from pedestrian foot traffic will be installed at the main entrance to the structure on Arts Way.

Pedestrian Access from lot C to the Campus

We have received a number of complaints about pedestrian and vehicle conflicts south of the Nutwood structure between lot C and the structure. Our field observations confirm that pedestrians are crossing the structure entry/exit lanes and intermingling with moving vehicles. Until permanent improvements are constructed after the completion of the Performing Arts Addition, we may need to prevent pedestrians from crossing from lot C, south of the structure, and across the structure entry/exit lanes. For all faculty and staff who park in lot C, we urge you to walk through the ground level of the structure to get to your campus destination.

Spring Permit Sales

As of January 3, 2005, faculty and staff may buy spring semester permits at Parking & Transportation, T-1400. For annual faculty/staff permits sold via payroll deduction, please visit the Parking & Transportation website at http://parking.fullerton.edu/parking/PayrollDeduction.aspx for more information.

As of January 18, 2005, students may buy spring semester permits at the University Cashier, UH-180.

Parking permits are required to park on campus, 7am – 10pm, Monday – Thursday and 7am – 5pm, Friday. Permits are not required on weekends and observed holidays when University offices are closed.

While I believe that appropriate plans and parking space inventory exists to accommodate demand for the next 14 months clearly there will be changes and perhaps inconvenience for some. I ask for your patience and understanding as we continue to address the parking demand for the campus.
